Dear Members,

You might have heard that we filed a grievance against the District and struck for arbitration regarding our super-late contract books.

The District agreed to settle the confilict by paying damages of $7,000 (plus the Arbitrator's cancellation fee.)

In November 2011, we approved using $5,600 of this award for a Holiday Party, and $1,400 to conduct a match fund drive to benefit the Alameda County Food Bank.

We are hosting a BART Chapter "Meet and Greet" this coming Saturday, January 21st at the Union Hall from 10am to 8pm.

The theme for the open house is the Chinese New Year, and we've scheduled fun activiites including food, music, a DJ, and a caricature artist (caricature artist from 4-7pm on a first-come, first-served basis.)

Come and join the festivities.

This year we will be conducting Chapter elections.

Here is the Official <BART Chapter Election Calendar for 2012.> This calendar includes deadlines for the Elections of Officers, Chief Stewards, Area Stewards, and Negotiation Team members.

Our contract expires on June 30, 2013. Per Chapter Bylaws all Officers, Stewards and Negotiation Team members should be in place at least one year prior.

Negotiation Team members must be elected by June 15, 2012. If you are interested in joining the negotiation team, you will need to submit a statement of qualifications by May 1st, 2012 to your Chief Steward (see the <Chapter Bylaws> for more information.)

Please help your Stewards by posting the Official Election Calendar in your work areas.

How is BART able to Avoid Layoffs?

The answer is simple, we've already had ours. Every SEIU classification throughout the District is suffering from short-staffing AND we've saved the District millions by giving up wage increases, workrules and $100M in concessions in the 2009 negotiations.

It seems unfair that the District continues to spend millions on extensions, and the OAC. We see contractors walking around-throughout the District, doing work that appears to be ours.

They keep telling us that the money is not earmarked for operations yet ops money is routinely allocated to capital every year.

In order to protect our wages and benefits we need to be actively involved in the budgetary process before it gets to the Board room.

Come to the General Membership meetings- see what you can do to build a stronger Union!

We have a multi-pronged plan of action which includes member engagement, community outreach, and political action.

Study: Keeping Government Work In-House Saves Taxpayer Dollars

A recent study by the Project on Government Oversight (POGO) lays waste to the mistaken “conventional wisdom” that governments can save money by contracting out services to private firms. POGO compared the compensation paid to federal employees with the billing rates for contract employees across 35 occupational classifications covering over 500 service activities. The study concluded that governments pay “billions more annually in taxpayer dollars to hire contractors than it would to hire [government] employees to perform comparable services.” In fact, governments pay contractors nearly TWICE as much for services than they would to government employees.
